Section 4
The fund shall be a self-governing body:
(1) The fund shall be a self-governing and organized body with unbroken succession.
(2) The fund shall have its own seal for all operations.
(3) The fund may acquire, use, sell or make other arrangements for movable and immovable property such as individuals.
(4) The Fund may file a complaint in the same way as a person and may also file a complaint against the Fund in the same name.
